From 2003 to 2007 Dr. Larry James was the Chief Psychologist of the Joint Intelligence Group and a senior member of the Behavioral Science Consultation Team (BSCT). His job was advising on interrogation and behavior management for the detainees at Guantanamo Bay. He also had a dual role in 2004 as the director of the Behavioral Science Unit at Abu Ghriab. Public records indicate that abuse and cruel treatment during Interrogations were official policy according to the Center of Constitutional Rights (CCR). Dr. James’ own accounts that he wrote about in his book “Fixing Hell” have indicated that he witnessed and condoned such atrocities. Dr James is licensed to practice psychology in Louisiana, Ohio, and Guam and is currently a Dean of the Professional Psychology Department at Wright State University in Dayton, Ohio. On February 29, 2008 Dr. Trudy Bond filed a complaint against Dr. James with the Louisiana State Board of Examiners of Psychology () pertaining to his actions at Abu Ghriab and Guantanamo and they have decided to not investigate. On June 19, 2008 she asked the board to reconsider and once again they declined. On June 13, 2008 Dr. Bond turned to the 19th Judicial District Court for the Parish of East Baton Rouge asking that they review the LSBEP’s decision and they ruled in favor of the Board. On August 6, 2008 Dr. Bond filed an appeal with the Louisiana First Circuit Court of Appeals. Dr. Bond has taken similar action in Ohio as well as with the American Psychological Association (APA) and on July 8, 2008 she filed a formal complaint with the Ohio State Board of Psychology. In her complaint Dr. Bond cited the Report from the International Committee of the Red Cross (ICRC) published after their visit to Guantanamo. The report documented behavior commonly regarded as torture prior to the Bush administration taking office. Physicians for Human Rights (PHR) has demanded that medical professionals including James be a “specific focus” of an investigation assessing whether the interrogations violated legal or medical ethics .

In June, Brian Cardall was driving home to Arizona from Utah when he stopped his car, removed his clothes and flagged down vehicles on the road. This happened due to his bipolar disorder. His wife had given him medication and informed the police of her husband’s condition and that it would take some time before the medication settles in. However, when Hurricane Chief of Police Lynn Excell and Officer Ken Thompson arrived on the scene, they ordered Cardall to get down on the ground. Cardall refused to do so and Thompson fired his Taser striking Cardall in the chest who was still naked. When Cardall attempted to rise, Thompson gave him a second jolt and within minutes, he was dead.

The legal use of tasers began less than twenty years ago and has been a controversial issue. Before the invention of tasers, the incidence would have been settled with the officers arresting and handcuffing Cardall. Unfortunately, this incident resulted in Cardall’s death. Cardall’s death could have been prevented; Cardall who was not even armed was tasered due to his condition. Tasers allow officers to protect themselves and neutralize threat from others without using physical contact. Is this invention necessary and will more lives be taken?

Despite the Supreme Court’s ruling to uphold the policy in a June 2009 case, President Obama is still committed to his campaign promise to repeal the controversial “Don’t Ask, Don’t Tell” policy. Since its establishment by the Clinton administration in 1993, “Don’t Ask, Don’t Tell” has removed thousands of well-qualified military officers solely because of sexual orientation. Expulsion rates that had been falling before the policy was put in place increased between 1993 and 2001. Repealing “Don’t Ask, Don’t Tell” could end some of the anti-gay feeling in this country as well as increase troop numbers. In the meantime, Obama has the option of suspending all “Don’t Ask, Don’t Tell” related expulsion cases.

On June 5, 2009 World Environment Day, Peruvian Amazon Indians were massacred by the government of Alan Garcia in the latest chapter of a long war to take over common lands—a war unleashed by the signing of the Free Trade Agreement (FTA) between Peru and the United States. Three MI-17 helicopters took off from the base of the National Police in El Milagro at six in the morning of Friday, June 5. They flew over Devil’s Curve, the part of the highway that joins the jungle with the northern coast, which had been occupied for the past 10 days by some 5,000 Awajun and Wampi indigenous peoples. The copters launched tear gas on the crowd (other versions say they also shot machine guns), while simultaneously a group of agents attacked the road block by ground, firing AKM rifles. A hundred people were wounded by gunshot and between 20-25 were killed. The versions are contradictory. The government claimed days after the events that there are 11 indigenous dead and 23 police. The indigenous organizations reported 50 dead among their ranks and up to 400 disappeared. According to witnesses, the military burned bodies and threw them into the river to hide the massacre, and also took prisoners among the wounded in hospitals. In any case, what is certain is that the government sent the armed forces to evict a peaceful protest that had been going on for 57 days in five jungle regions: Amazonas, Cusco, Loreto, San Martin, and Ucayali.
