They may just be exerting a lot of pressure on Iran and just bluffing. One reason is that there are thousands of Russian personnel at Iran's nuclear facilities. An attack would also be likely to force other countries that feel threatened by the USA to form military blocs more quickly. North Korea and Sri Lanka for example may join SCO. Also the US and UK did try to topple the elected government through a green revolution first. This kind of indicates that a military solution isn't the preferred option. On the other hand China has reduced its oil dependency on Iran during the first part of this year, suggesting that they are worried. I think attacking Iran would be very foolish and would make the world a far more hostile place towards both the US and Israel at a time when the US is financially in dire straits.
